Second All-Ukrainian Financial Literacy Test: National Bank Invites Ukrainians to Take a “Financial Checkup”

From October 31 to November 7, the National Bank of Ukraine (hereinafter referred to as the National Bank) will conduct an All-Ukrainian Financial Literacy Test for adults. The initiative is timed to coincide with World Savings Day and is designed to help Ukrainians test their financial knowledge and motivate them to educate themselves in the field of financial literacy.

The online test can be taken free of charge on the financial literacy educational website “Garazd”. Anyone can take the test, but the questions are more geared toward students, adults, and older people.

According to Andriy Pyshny, Governor of the National Bank of Ukraine, last year's pilot project proved that financial literacy has become a truly important topic for Ukrainians.

“Last year, we offered Ukrainians a unique ”checkup“ of their financial knowledge for the first time, and this initiative received an extremely positive response. We attach special significance to it: it is not about ‘grades’ or ”points"; it is more important to see your strengths and areas for development in personal finance. In fact, it is a simulator for real financial decisions. Here, you can safely make mistakes so that you can act confidently and rationally in life," emphasized Andriy Pyshnyy.

 

Why is this necessary?

The financial literacy of Ukrainians is gradually improving, but remains below the recommended level. According to the study “Financial Literacy, Financial Inclusion, and Financial Well-Being in Ukraine” (2021), the average score is 12.3 out of 21, while the baseline level according to the methodology of the Organization for Economic Cooperation and Development (OECD) is 14 points.

At the same time, the threat of payment fraud remains relevant: in 2024, losses from illegal payment card transactions increased by 37% and exceeded UAH 1.1 billion. 84% of the total amount of all losses was caused by social engineering – citizens voluntarily disclosed their personal data, payment card details, confirmation codes, and passwords to fraudsters in order to carry out payment transactions.

“We want the All-Ukrainian testing to become not only a tradition, but also an element of caring for one's financial literacy, so that every Ukrainian can check their financial knowledge every year: see progress, compare results, and improve skills,” said Yulia Yevtushenko, Director of the NBU Communications Department.

The test is built around 20 practical financial cases—from budget planning and savings to using financial services and protecting against payment fraud. After completing the test, participants can receive a personalized selection of materials to help improve their financial knowledge.

The All-Ukrainian testing is part of the implementation of the National Strategy for Financial Literacy Development until 2030.

The All-Ukrainian Financial Literacy Test was launched by the National Bank of Ukraine in 2024 to mark the 100th anniversary of World Savings Day. Last year, about 52,000 participants took part in it.
