A new section for military personnel, veterans, and their families has appeared on the National Bank’s financial literacy website “Гаразд”

The National Bank of Ukraine has launched a new specialized section “For defenders and their families” on the financial literacy website “Гаразд”.

The section was created within the framework of the project “Financial Literacy for Defenders of Ukraine”, which aims to help improve the level of financial knowledge of military personnel, veterans, and members of their families, assist them in effectively managing their own finances, avoiding financial risks, and building long-term financial security.

More than 80 financial literacy informational materials are already available in the section. In addition to articles, it contains practical recommendations: checklists, step-by-step action algorithms, instructions, financial planning templates, as well as a navigator with a list of useful contacts and online resources. The materials are grouped into eight thematic blocks, including finances during service, budget and savings, banking services, loans and debts, insurance, fraud protection, and finances for veterans and defenders’ families.

The section contains answers to key financial questions, including:

  • how to effectively manage personal and family finances during military service, plan a budget, and build savings;
  • how to use special banking programs, credit benefits, and insurance services for military personnel and veterans;
  • how to manage loans, deposits, and other financial obligations and interact with financial institutions;
  • how to protect yourself and your family from fraud, fake fundraising campaigns, and loss of access to accounts due to wartime circumstances;
  • how veterans and members of their families can receive a grant or preferential financing and start their own business;
  • how a family can organize a household budget when a loved one is serving in the military and maintain financial stability.

The information presented in the section will enable military personnel and veterans to make informed financial decisions at different stages – during service, during the adaptation period, and after returning to civilian life, and will also contribute to maintaining the financial stability of families during wartime.

The section content will be continuously updated taking into account the current needs of defenders and their relatives.

How are the requests of soldiers and their families regarding financial education reflected in the section?

Before launching the new section on the “Гаразд” website, the National Bank, together with its partners, conducted a survey to understand educational needs and find out which financial issues concern military personnel, veterans, and their loved ones the most. A total of 1,013 respondents took part in the survey, including active military personnel, veterans, and members of defenders’ families.

The results showed that almost half of the respondents assess their level of financial literacy as average, while 31% of respondents acknowledge that their financial knowledge is low or very low. The greatest difficulties relate to such challenges as loans, debt management, understanding financial benefits, fraud protection, and family budget planning. At the same time, the survey revealed a willingness to learn and a demand for practical, applied information adapted to real-life situations in managing personal and family finances.

The study was conducted in two stages. During the first stage, the National Bank collected data from financial market participants to understand the issues and problems most frequently faced by military personnel, veterans, and their families. The second stage involved an online survey of the defenders themselves and their loved ones, which made it possible to combine professional insight with personal experience and obtain a comprehensive picture of the financial challenges faced by defenders and their families. Participation in the survey was voluntary, free of charge, and anonymous.

The results of the study became the basis for creating the new section on the “Гаразд” website. The materials are adapted to real-life situations and will enable military personnel, veterans, and their families to confidently navigate financial matters that affect their lives and well-being every day.

Background Information

The project “Financial Literacy for Defenders of Ukraine” was initiated by the National Bank of Ukraine in 2025. It is implemented in close cooperation with профильными state authorities, veteran and military organizations, civil society organizations, financial institutions, and educational institutions. The project has brought together more than 60 partners seeking to help our defenders cope with the financial challenges they have faced during the Russian-Ukrainian war.
